All permits issued as provided herein and not used within the time specified therein not to exceed ninety days, shall be considered void and of no force and effect. Said void permits may be returned to the Clerk of the Village for a refund of the tapping permit fee; however there shall be a return charge as specified in the Village Water, Sewer and Tapping Permit Rate Schedule, to cover the cost of originally issuing said permit.
