All water tap and sewer tap connections shall be made under the supervision of the Village Administrator or his authorized designate. No water tap or sewer tap connection authorized to be made by an independent contractor shall be buried or covered over until the same has been tested and/or inspected and approved by the Village Administrator or his authorized designate.
