The Village Administrator or his designate is hereby authorized to grant such permits as he may deem necessary for allowing any such person, partnership or corporation to tap the public sewers or water mains or any extensions thereof and to make connection therewith; provided, however, that the permit shall be granted upon the express condition that the owner or tenant for whose benefit such connection is made, and each succeeding owner or tenant, who benefits by said connection, will hold the Village harmless for, of, or from any loss or damage that may in any way result or be occasioned by such tap or connection.
