915.30 EVAPORATION CREDIT.
   (a)   Users of the Village of North Baltimore Water and Sanitary Sewer System shall be granted an evaporation credit in the form of a reduction of said user's monthly sewer charges provided said user is qualified as hereinafter defined and provided said user adheres to all of the following requirements:
      (1)   To qualify user must:
         A.   Consume a minimum of one million (1,000,000) gallons of water per month at a single location determined by monthly meter readings for said consumer; and
         B.   Demonstrate an evaporation rate of at least sixty-five percent (65%) of said consumer's monthly water consumption.
      (2)   User must pay an annual fee of one hundred and fifty dollars ($150.00) payable at the time an application for evaporation credit is submitted to the Village and one hundred fifty dollars ($150.00) in the same month annually thereafter to remain qualified.
      (3)   User must submit an application for evaporation credit that includes a sketch of user's water distribution system and user's evaporation system, including the location of all meters.
      (4)   User must install a separate water meter approved by the Village on the supply line servicing the cooling tower or other equipment generating the evaporation and must also install a meter approved by the Village on the cooling tower drain line or other evaporation equipment drain line, or in the alternative, on user's sanitary sewer line for purposes of metering the actual discharge of water after evaporation.
      (5)   User must install appropriate back flow devices as required by the Village Administrator and/or the Village Water or Sewer Superintendent.
      (6)   User must assume responsibility for all installation and material costs including the cost of meters, the installation of meters and the maintenance of meters installed pursuant to this section. Maintenance and calibration of said meters shall conform to Chapter 913.
      (7)   User must agree to permit agents and employees of the Village of North Baltimore to enter User's facility to inspect user's system and the installation of meters and to verify meter readings as required.
   (b)   Provided user qualifies and complies with the foregoing requirements, user shall be given a credit on the sanitary sewer portion of said user's monthly water and sewer bill for the number of gallons of water lost through evaporation as documented by the meter reading submitted as required by subsection (a)(8) hereof. No evaporation credit shall be given for any month that user's consumption drops below one million (1,000,000) gallons at any one location.
