(a) A minimum design velocity of two feet per second shall be required with the pipe flowing full, or ½ full.
(b) Whenever possible, velocities shall exceed the minimum set forth.
(c) The maximum velocity, when the pipe is flowing full, shall be 15 feet per second.
(d) The following are minimum slopes for each size pipe:
