915.03 USE OF PUBLIC SEWERS REQUIRED.
   (a)   Unsanitary Disposal Prohibited. No person shall place, deposit, or permit to be deposited in an unsanitary manner upon public or private property within the Village of North Baltimore, or in any area under the jurisdiction of the Village, any human or animal excrement, garbage, or other objectionable waste.
   (b)   Discharge Into Natural Outlet Prohibited. No person shall discharge to any natural outlet within the Village, or in any area under the jurisdiction of the Village any sanitary sewage, industrial wastes, or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter.
   (c)   Private Disposal; Conformity Required. No person shall construct or maintain any privy, privy vault, septic tank, cesspool, or other facility intended for or used for the disposal of sewage or wastes of an objectionable nature.
   (d)   Connection Regulations. The owner of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purpose, situated within the Village and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located a public sanitary sewer of the Village, is hereby required at his expense to install suitable toilet facilities therein, and to connect the facilities directly with the proper public sewer in accordance with the provisions of this chapter, within 30 days after date of official notice to do so, provided that the public sewer is within 400 feet of the building foundation or per latest Ohio EPA requirements.
      (1)   If connection to a sanitary sewer is not completed within 30 days after the date of official notice to do so, the Village shall have the right to make such connection at the expense of the owner and assess the cost of making said connection, together with interest on the funds expended by the Village in making said connection plus a forfeiture of 5%, on the tax duplicate for the property to be served.
