913.04 FIRE PROTECTION.
   (a)   FIRE PROTECTION SERVICE CONNECTIONS FOR COMMERCIAL OR INDUSTRIAL ESTABLISHMENTS.
The installation of fire protection service connections intended to supply water to stand pipes and sprinkler systems for fire protection only, shall be permitted when applications and plans for such service have been submitted to the Village Administrator or his authorized representative and approved.
   (b)   METER REQUIRED.
All connections to the North Baltimore Water Department mains by industrial or commercial establishments for fire protection service must include a double check detector check valve assembly. Minimum usage billing for said meter will be waived provided that line is used for fire protection purposes only.
   (c)   NO TAPPING OF FIRE SUPPLY.
Pipes intended for fire protections shall not be tapped or used for the general water supply of any premises.
   (d)   VALVES SEALED.
All outlet valves of the fire protection line shall be sealed by the North Baltimore Water Department, or Fire Department and only opened in the event of a fire.
   (e)   NOTICE REQUIRED ON BROKEN SEAL.
When a seal has been broken, immediate notice must be given to the North Baltimore Water Department.
   (f)   BROKEN SEAL PENALTY.
When upon inspection, any seal has been found broken from any cause whatsoever other than fire protection, the regulations identified under Section 913.02(m) shall apply.
   (g)   WATER CONSUMED FOR FIRES.
In lieu of charges for water used in the case of fire, the Village will require the payment as defined in the Water Department Rate Schedule. In addition, all applicable charges at current water rates will be billed for any water registered by the detector type meter.
   (h)   USE OF HYDRANTS BY FIRE DEPARTMENT.
Fire hydrants are intended primarily for the use of the Fire Department. Interference with such use in any way is prohibited. Permits for use of hydrants for other purposes are given by the Village Administrator or his authorized representative reluctantly and only in cases where such use cannot be avoided. Penalties for unauthorized use are provided by Ordinance, as well as by these rules and regulations.
   (i)   PENALTY FOR OPERATING FIRE HYDRANTS UNLAWFULLY.
Operating of fire hydrants and the drawing of water therefrom by unauthorized persons is strictly prohibited. Violators of this regulation will be required to pay an assessed fee as prescribed in the Water Department Rate Schedule, as well as being subject to other penalties as may be provided by law.
   (j)   THOSE AUTHORIZED TO OPERATE FIRE HYDRANTS.
No person except an authorized employee of the Water Department, Fire Department or Sewer Department shall open, operate or remove the nozzle cap from any public or private fire hydrant to which water is supplied in whole or in part by the Water Department, or draw water therefrom except for the purpose of extinguishing fires without first having secured the necessary permits.
