There is hereby created and established the Street Tree Commission of the Village of North Baltimore. The primary purposes and objectives of the Street Tree Commission (hereafter “Commission”) shall include the following:
(a) When requested by Village Council, to consider, investigate, make findings, report and recommend upon any special matter or question regarding the street or park trees or trees on any public places.
(b) It shall be the responsibility of the Commission to study, investigate, develop, (and/or update annually), and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. Such plan will be presented annually to Council and, upon their acceptance and approval, shall constitute the official comprehensive Village Tree Plan for the Village of North Baltimore.
(c) To hold regular and special meetings at which the subject of trees insofar as it relates to the municipality may be discussed by the members of the Commission, officers, personnel, and Council committees of the municipality and all others interested in the tree program.
(d) To disseminate news and information regarding the selection, planting and maintenance of trees within the corporate limits, whether the same be on private or public property.
(e) To establish the recommended species and varieties of trees to be planted in the boulevards and on other public places.
(f) To implement an Arbor Day observance on an annual basis.
(g) To establish and maintain, on an annual basis, an inventory of Village street trees.
(h) The Commission shall consult with the Superintendent of the Water and Sewer Departments of the Village as appropriate to determine the impact of the activities of the Commission, including, but not limited to, the location of trees to be planted and the species of trees to be planted, to insure that said activities do not interfere with the Village water and sewer system.
