Whoever violates any provision of Part Nine of the Codified Ordinances of the Village of North Baltimore for which no other penalty is provided, shall be guilty of a misdemeanor of the fourth degree on a first offense and a misdemeanor of the first degree on second or subsequent offenses. Each day a violation continues shall constitute a separate offense.
