Notice shall be given to the Village Administrator or his authorized representative not less than twenty-four hours nor more than forty-eight hours prior to starting work within the public ways. Notice shall also be given to the Village Administrator or his authorized representative prior to pouring concrete in an excavation within a public street right-of-way.
