Whenever any person shall be permitted to place temporarily any obstruction in the streets or public grounds and whenever any person shall be engaged in constructing any sewer or laying any gas, water, or other pipe and conductors, in or through any street, sidewalk or public ground, it shall be the responsibility of all such persons obtaining a permit to use Village approved barricades and pot torches on any excavation, curb cut, or construction of any type which constitutes a hazard to persons or vehicular traffic. Every person who shall neglect the duty imposed by the section shall, in addition to the fine imposed, be liable for all damages to persons or property growing out of such neglect. (Ord. 03-95.
