No person shall dig or cause to be dug, removed, or carried away, any stone, earth, sand, or gravel from any street or public ground, or remove, injure, deface, or destroy the plank, brick, or pavement of any street, sidewalk, or public ground for any purpose whatever, except under the provisions of an ordinance or the written permission of the Village Administrator or his authorized representative.
