Whenever any gas company, power company, telephone or telegraph company, water company, electric light company, cable T.V. company, or other person, company, or corporation shall make or cause to be made any excavation in any of the paved streets for the purpose of laying down their pipes or wires, or for any other purpose, they shall, without delay, fill the excavation, caused by removing the earth in making the ditches, with 411 stone or such other material as directed by the Village Administrator or his authorized representative, and replace all other materials which they have removed or may remove or disturb in making such excavations, so that the streets shall be restored in as good and permanent condition and repair as they were before the excavation was made or materials removed.
