Any person, or the agent of any person, who shall be engaged in disturbing the pavement of or breaking into or excavating in the streets, public ways, and public grounds shall, on demand, exhibit to any officer of the Village, the Village Administrator or his authorized representative, or police officer, the written permit provided for.
