The Village shall issue no excavation permit for excavations to be made or proposed to be made in the paved portions of the public streets or alleys from January 1 to March 15 and from October 15 to December 31 of any year, if the purpose of such excavations is the survey or inspection of existing facilities, unless such survey or inspection is necessary to located an existing leak. Permits shall, however, continue to be granted for repairs, maintenance, and for construction of new facilities. (Ord. 03-95. Passed 2-21-95.)
