No person shall open up or cause to be opened or break into the streets, public ways, or public grounds for the purpose of connecting with the water or gas pipes, or with the sewers, drains, or for any other purpose whatsoever, until such person shall have first obtained permission in writing from the Village. Permits shall become void after one year. A permit can be extended for a period of one year by order of the Village Administrator or his authorized representative.
