The Village Administrator shall be chosen solely on the basis of qualifications as an administrator and executive, that enable the Administrator to discharge the duties and responsibilities hereinafter set forth. The Administrator shall not be an elected official of the Village at the time of appointment. The Administrator need not be a resident or an elector of the Village at the time of appointment and, as provided in Ohio R.C. 9.481, the Administrator shall not be required to become a resident of the Village as a condition of continued employment with the Village; provided, however, that the Village reserves the right to require the Village Administrator to reside within Wood County, Ohio, or a County contiguous to Wood County, living within a travel distance that would permit the Administrator to reach the Village of North Baltimore to assist the Village in responding to emergency situations that may arise within a reasonable period of time not exceeding twenty minutes travel time.
