(A) No permit shall be issued until the time within which a request for review or an appeal to the Commission may be made has expired; and, if any such request for review or appeal is made, no activity for which such permit is required shall be commenced until the Commission has notified the parties of its determination.
(B) Following standards as provided in VA Code Title 28.2, Chapter 13, the Commission must receive a request for review or appeal within ten days from the date of the initial decision of the Wetlands Board.
