(A) Pursuant to VA Code § 46.2-1220, vehicles shall be prohibited from parking in such location as to block access to mailboxes located on public or private property. Disabled vehicles and emergency vehicles and equipment are exempt from the provisions of this section.
(B) In any prosecution charging a violation of this section, proof that the vehicle described in the complaint, summons, parking ticket citation or warrant, was parked in violation of this section, together with proof that the defendant was at the time the registered owner of the vehicle, as required by VA Code §§ 46.2-600 et seq., as amended, shall constitute in evidence a prima facie presumption that the registered owner of the vehicle was the person who committed the violation.
