In accordance with VA Code § 3.2-6555, an Animal Control Officer shall be appointed and he shall have the power to enforce all state laws for the protection of domestic animals, all comprehensive animal laws, and the provisions of this subchapter. Nothing in this section shall be deemed to prevent the issuance of a warrant for any violation of this subchapter by any law enforcement officer authorized to issue arrest warrants generally, or by the District Health Director.
