The Clerk is hereby authorized, pursuant to IC 36-4-11-4, to appoint as many Deputy Clerks and employees as are approved in the City's annual budget, to be paid solely from funds appropriated for the office of Clerk. Such deputies and employees shall work under the exclusive direction of the Clerk, and shall serve at the pleasure of the Clerk.
