The Common Council hereby reserves to itself the following powers and duties in connection with the implementation of this chapter:
(A) To initiate amendments to the text of this chapter and to the Zoning Map pursuant to the procedures and standards for amendments set forth in § 159.044; and
(B) To take such other actions not delegated to other bodies which may be desirable and necessary to implement the provisions of this chapter.
