§ 72.51 AUTHORITY AND POWERS OF BOARD OF PUBLIC WORKS & SAFETY.
   The Board of Public Works & Safety is hereby authorized and empowered:
   (A)   To enter into any contract for administration of parking or for the rental, purchase, installation, regulation, use, operation, maintenance, repair, servicing, and supplying of paid parking technology; to provide payment therefor exclusively to the Parking Meter Fund; and to do any and all things or acts necessary and appropriate to carry out and place in effect the purposes and intent of this division, including the determination and establishment of the specifications to be required in the administration, purchase, lease, or other acquisition of parking meters or other paid parking technology.
   (B)   To locate, determine, and establish paid parking zones and paid parking spaces within such zones upon the advice of the City Engineer.
   (C)   Such paid parking spaces shall be designated and marked out or caused to be marked out by lines or marks painted or durably marked on the curbing or surface of the street about or alongside of each parking space.
   (D)   To determine and establish the size and measurement of paid parking spaces.
   (E)   To install and place paid parking technology upon the curb, sidewalk, or space adjacent to the paid parking spaces and such parking technology showing the time period of lawful parking upon the deposit of the appropriate amount of money therein as established in Chapter 78, Schedule XIV, as from time to time amended by resolution of the Board of Public Works & Safety.
   (F)   (1)   To employ or contract with individual persons to carry out the enforcement of the parking limitations in the paid parking zones, to perform the duty of collecting the money deposited in the paid parking technology, and to deliver such to the City Controller who shall count and deposit the same in the Noblesville Parking Meter Fund.
      (2)   The Board of Public Works & Safety shall appoint such individual person as special police, whereupon such individual person shall have the power and authority to prepare, sign, and deliver or post notices of violation of any parking limitations in any paid parking zone or paid parking space in accordance with the provisions of this chapter.
      (3)   Every such person shall furnish a bond in the penal sum of $5,000 conditioned upon his or her faithful performance of his or her duties hereunder, which bond shall run in favor of the city.
