No more than one horse or two ponies shall be stabled, maintained, pastured, grazed or kept in any manner whatsoever on any property within the city unless such property consists of an area of one (1) acre or more; and if such property is an area of more than one (1) acre, only one (1) horse or two (2) ponies will be kept per acre of such property.
