§ 118.03 DISTRIBUTING HANDBILLS; LICENSE REQUIRED.
   Except as provided in § 118.04, it shall be unlawful for any person to engage in the business of distributing handbills or to distribute handbills without first obtaining a license to do so as hereinafter provided.
