The license issued under § 116.03 shall be valid only for the location indicated on the license certificate. Whenever the licensee shall change his place of business to another location within the city, he shall apply to the clerk-treasurer for issuance of a new license certificate indicating the changed location of the place of business and shall surrender his old certificate. The fee for issuance of a new license certificate shall be $1.
