§ 116.03 APPLICATION FOR LICENSE; ISSUANCE.
   (A)   Every person desiring to obtain a license to engage in business within the city as a pawnbroker or secondhand dealer shall apply in person to the clerk-treasurer and complete an application in writing listing his full name and address and that of each officer, partner, or business associate. The applicant shall also indicate the location in which the business is to be conducted. The application for a license must bear the certificate of 2 resident freeholders that the applicant is of good moral character. The clerk-treasurer shall forward the application to the mayor for review.
   (B)   If satisfied that the statements contained in the application are true, the mayor may authorize the clerk-treasurer to issue the license upon payment of the license fee prescribed in § 116.04.
