Every person licensed as a junk dealer shall keep a book in which shall be legibly written in ink, at the time of the purchase, taking, or receiving of any goods, an accurate account and description in the English language of the goods, articles, or things purchased, taken, or received; the amount of money paid; the time of purchasing, taking, or receiving the same; and the name, residence, age, race, height, and approximate weight of the person or persons selling or delivering the goods, articles, or things.
