§ 99.04 TIME LIMITS.
   (A)   No person shall abandon a vehicle on any public property continuously without being moved for three days, or in such a manner as to constitute a hazard or obstruction to the movement of pedestrian or vehicle traffic on a public right-of-way.
   (B)   No person shall abandon a vehicle on private property without the consent of the owner, or person in control, of that property, for more than 48 hours.
   (C)   It shall be unlawful to park, store, leave, or accumulate or to permit the parking, storing, leaving, or accumulating of any licensed or unlicensed motor vehicle of any kind which is in a wrecked, junked, partially dismantled, apparently inoperable, or abandoned condition upon any private property within the city limits for a period of time in excess of 20 days unless such vehicle is completely enclosed within a building or stored in connection with a lawfully operating business.
