The regularly scheduled meetings of the Common Council shall be at 7:00 p.m. on the Tuesdays immediately following the second and fourth Mondays of each month. Special meetings shall be held on the call of the Mayor or Council President, or on such other call as may be provided for by the rules. A majority of all the members shall constitute a quorum. It shall require a majority vote of all the members to pass an ordinance. Whenever it is required that any ordinance or resolution shall be passed or other action of the Council taken by a 2/3 vote, such requirement shall be construed to mean a 2/3 vote of all the members. All meetings of the Common Council shall be public or in accordance with the Rules of Procedure in § 32.12 except executive sessions.
