Parks and recreation areas shall be open to the public from 5:00 a.m. until 11:00 p.m., except for Seminary Park, which will be open to the public from 5:00 a.m. until 9:00 p.m. (A park or recreation area is defined as any land or area designated as such in the 1986 Comprehensive Park Plan.)
