The regulations of this chapter are intended to protect the city and its citizens from unnecessary expenses related to private construction and use of the public right-of-way. The city is responsible for maintaining all streets and structures accepted within Noblesville right-of-way, therefore, it is necessary to set minimum standards for obstruction of right-of-way and the construction of all improvements. These minimum standards protect, maintain, and enhance the public health, safety, and general welfare. The city is responsible for all these improvements, and in order to avoid assuming unnecessary maintenance costs and inconvenience to the citizens and businesses of the city reasonable permit and inspection requirements for these activities are necessary. For the purpose of this chapter, an encroachment shall be any activity within a public right-of-way or city easement.
