Whenever the Fire Chief, or his or her designee, finds in any Class I structure, combustible or explosive matter, dangerous or unnecessary accumulation of rubbish, wastepaper, boxes, shavings, or any highly flammable material that may endanger property, or shall find obstructions to or on fire escapes, stairs, passageways, doors, or windows that may interfere with Fire Department operations or the egress of occupants in case of fire or other emergency, or finds any other fire hazard, the Fire Chief, or his or her designee, shall order the same to be removed or remedied.
