The Fire Chief, or his or her designee, is authorized to modify any of the provisions of this Fire Prevention Code upon application in writing by the owner, a lessee, or duly authorized representative where there is practical difficulty in the way of carrying out the provisions of this Fire Prevention Code provided that the intent of the code shall be complied with and public safety is secured.
