The owner or person in control of any premises or building upon which a violation or hazard exists shall:
(A) Cease and correct the violation.
(B) Protect persons and property from the hazards of the violation and correct the violation.
(C) Require persons to leave the area that is affected by a violation and prohibit people from entering the area until the violation is corrected.
