The Clerk-Treasurer shall maintain the list of approved drivers under the applicant's permit. No driver shall operate a taxicab until the city has determined that the driver:
(A) Is the holder of a valid Indiana Chauffeur License;
(B) Has not been convicted of a felony; and,
(C) Has not been convicted of a misdemeanor, which the Board of Works and Safety, in its sole discretion, may determine as sufficient to disqualify the driver from operating a taxi in the best interests of the citizens of the city.
