Any person, partnership, firm, or corporation ("the Applicant") which desires to drive or operate a motor vehicle, taxicab, or any other motor vehicle, as a common carrier for passengers for hire within the city, shall first receive a taxicab license ("a License") to be approved by the Board of Public Works and Safety and issued by the Clerk-Treasurer.
