§ 151.03 CONSTRUCTION PLANS AND SPECIFICATIONS.
   (A)   All construction plans and specifications shall be prepared and certified in accordance with Indiana law by a professional engineer or registered land surveyor licensed to practice in the State of Indiana. Change orders shall be initiated by the design professional who certified the plans, and subject to the written approval of the City Engineer or his or her designated representative. All construction plans shall be 24" x 36" with a scale of 1" = 20', 30', 40', or 50'. Cross-sectional profiles may be required upon request by the City Engineer. All plans shall include the Noblesville Standards, as issued by the Department of Engineering.
   (B)   The cover sheet of the plans shall include a project location map, project name, project owner, all utility contacts, table of contents of plan pages, and summary table of infrastructure being constructed as part of the project. Plan sheets, including profiles and cross-sections, shall show all existing and proposed items of the following in all plan drawings: property/parcel, easements, utilities, contours, structures, regulated drains/waterway, floodway, wetlands, and other improvements. Plan sheets shall show all existing property owners and easements owners. Plans shall show the following for both property owners and easement owners: deeded owner, instrument numbers, dimensions, and bearings. Existing structures and existing structures shall be depicted as black or gray dashed fine line work on plan drawings. Proposed structures and proposed improvements shall be depicted as bold solid black line work on plan drawings. Plan drawings shall show a legend depicting all lines, symbols, and abbreviations used in the drawing.
