(A) The Board of Public Works & Safety is hereby authorized to determine and designate by proper signs places in which the stopping, standing, or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic as shown in Chapter 78, Schedules VI and VII as from time to time amended by resolution duly adopted by the Board of Public Works & Safety.
(B) When official signs are erected at hazardous or congested places as authorized herein, no person shall stop, stand, or park a vehicle in any such designated place. Notwithstanding the foregoing limitation for parking setback, at the intersection of 9th Street and Hannibal Street, parking is prohibited within 40 feet of the intersection on all comers. The City Street Commissioner is hereby authorized to place signs and paint curbs in an appropriate manner to identify to the public the prohibition against parking as stated herein.

Parking may be temporarily limited or prohibited from time to time for special occasions and to meet emergencies upon authority of the Police Chief or his/her designee who is hereby given authority for such limitation and prohibition of parking, and all vehicles shall observe such prohibition and limitations when proper signs have been erected or placed indicating such prohibition. Violation of temporary parking prohibitions shall be subject to the penalties heretofore or hereafter provided.

Any and all motor vehicles parked at a location upon a public thoroughfare that is marked a parking space within the corporate limits of the city shall be parked in a manner which will cause them to be located within the lines of a defined parking space.

Any and all motor vehicles utilizing a parking space in a city parking lot or parking garage shall utilize such space by "head-in" parking only, which is where the vehicle is parked with the front of the motor vehicle closest to any parking wheel stop, if any, and facing away from the parking lot traffic lane. Parking by backing into parking spaces or any other form of parking other than "head-in" is prohibited.
