(A) A person cited for a violation of Chapters 70 through 78 shall be the driver of the vehicle, if the driver can be identified by law enforcement at the time of the violation. If the driver of the vehicle cannot be identified at the time of the violation, the registered owner(s) of the vehicle shall be liable for any violation.
(B) Whenever a person is charged with a violation of Chapters 70 through 78, they shall be given notice of such charge by an appropriate notice served personally or placed in or upon a vehicle stopped or parked in violation of any provision hereof.
