§ 34.47 CITY EMPLOYEE USE OF PARKS.
   (A)   Use of city golf courses.
      (1)   Full-time city employees, current members of the City Park Board, current City elected officials, compensated appointed city officials, retired employees having at least 20 years of service, retired City Directors having at least eight years of service as a Director, retired Elected Officials having served at least two terms, and their respective spouses and minor dependents of each of these groups may play the city golf courses without payment of green fees at all times the courses are open to the public, except tee times prior to 10:30 a.m., on Saturdays, Sundays, and holidays.
      (2)   Part time employees may play the city golf courses at all times the courses are open to the public by paying 50% of the green fees being charged to the public at that time, except tee times prior to 10:30 a.m., on Saturdays, Sundays, and holidays.
      (3)   Any person listed in (A)(1) or (2) of this section shall pay full green fees for any rounds with a tee time prior to 10:30 a.m. on Saturdays, Sundays, and holidays.
      (4)   Golf passes shall be obtained by the persons entitled to the benefits of divisions (A)(1) and (2) of this section, by showing a city employee identification or other acceptable identification. The pass shall identify whether the pass holder is described in division (A)(1) or division (A)(2) of this section.
      (5)   For income tax purposes, the Park Department shall report to the City Controller the number of rounds played in a calendar year by each pass holder. The City Controller shall issue a Form 1099 to each pass holder for the number of rounds played by a person listed in division (A)(1) of this section multiplied by the lowest greens fee charged to members of the general public. The City Controller shall annually issue a Form 1099 to each pass holder for the number of rounds played by a person listed in division (A)(2) of this section multiplied by 50% of the lowest greens fee charged to members of the general public.
   (B)   Use of the city park facilities.
      (1)   Full-time city employees, current members of the City Park Board, current city elected officials, compensated appointed City officials, retired employees having at least 20 years of service, retired City Directors having at least eight years of service as a Director, retired Elected Officials having served at least two terms, may reserve and use park buildings or shelters for their use and the use of their guests without rental fee charges, except on Saturdays, Sundays, and holidays during the months of May through August.
      (2)   Part time employees may reserve and use the park buildings or shelters for their use and the use of their guests by paying 50% of the rental fees for the buildings or shelters, other than on Saturdays, Sundays, and holidays during the months of May through August.
      (3)   Any person listed in division (B)(1) or (2) of this section may reserve and use park buildings and shelters for their use and the use of their guests on Saturdays, Sundays, and holidays during the months of May through August by paying the full not-for-profit rental fees.
      (4)   For income tax purposes, the Parks Department shall report to the City Controller the names of any person listed in division (b)(1) or (2) of this section who have used the park buildings or structures for their use and the number of times they have done so in a calendar year. The report shall include whether the person’s use(s) were at no charge or at the 50% rate. The City Controller shall issue a Form 1099 for the difference between the rate the user paid and the amount paid by a not-for-profit entity.
   (C)   The benefits provided in this section do not apply to cart rental fees at the golf courses, security fees for rental of structures, or other charges which are not specifically identified in this section.
