(A) There is hereby created the city’s Museum Commission, a non-stock, non-profit corporation, hereinafter referred to as “the Commission”.
(B) The express goal of the Commission is to establish, maintain and operate a municipal museum for the purpose of educating the public through recognition of the history of the city, and surrounding areas that contribute to the history of the city.
(C) The Commission may accomplish its goal through any of the following activities:
(1) The Commission may obtain, through lease, loan, purchase or gift, a suitable setting located within the municipal boundaries of the city to be used for the housing and public display of any and all items of either an educational or historical nature relevant to the city’s selection as the location for the construction and operation of a major supplier of munitions in support of our nation’s World War I efforts;
(2) The Commission may obtain, through lease, loan, purchase or gift:
(a) Items of either an educational or historical nature relevant to the city’s selection as the location for the construction and operation of a major supplier of munitions in support of our nation’s World War I efforts;
(b) Items that explain, educate and celebrate the activities of the city and its residents in other national military efforts; and
(c) Other items of an educational or historical nature relevant to the history of the city and its surrounding area.
(3) The Commission may provide the citizens of the city, and all other interested parties, opportunities to participate in those activities critical to the success of the city’s Museum Commission;
(4) The Commission may provide to individuals and groups, guided tours of the museum’s displays relevant educational brochures for the purpose of creating an environment conducive to the furtherance of individual knowledge and interest in the history of the city;
(5) The Commission may acquire funding through all legal means available to a non- profit corporation, for the explicit purpose of developing, supporting and maintaining the museum hereby authorized;
(6) The Commission may seek and accept gifts, bequests, endowments and funds from any and all sources for the accomplishment of the functions of the Commission;
(7) The Commission may seek the advice and assistance of individuals, groups, departments and agencies of government who or which are conducting historical preservation programs and coordinate the same insofar as possible;
(8) The Commission may adopt rules and regulations concerning the operation of the Commission, the functions and responsibilities of its officers, employees, assistants and other personnel and such other matters as may be necessary to carry out the responsibilities of the Commission;
(9) The Commission may adopt such other rules and regulations as may be deemed necessary to effectuate the purpose of the Commission, but no such rules and regulations shall be inconsistent with the provision of this subchapter; and
(10) The Commission shall be empowered to adopt and execute a budget.
