§ 93.58 CARNIVALS AND CIRCUSES.
   No person shall exhibit within the city any carnival or circus for personal gain or profit, except that this section shall not apply to any local educational, literary, dramatic, musical, patriotic, American war veterans or other benevolent, civic or other philanthropic society or organization not conducted for the private profit of any of its members.
