It shall be the duty of each person owning or in charge of any real property to repair any sidewalks abutting upon the property owned by him or her or in his or her charge, or to reconstruct it whenever it becomes in bad repair, or whenever for any reason it is not in conformity with the rules, regulations and specifications adopted or prescribed by Council. In any event he or she shall do so within 30 days after receiving notice from Council or the Mayor requiring him or her to repair or reconstruct such sidewalks.
