§ 93.03 DUTY OF PROPERTY OWNERS OR OCCUPANTS TO KEEP SIDEWALKS CLEAN; REMEDY.
   (A)   It shall be the duty of all persons owning, using or occupying in any manner or for any purpose whatsoever, any house, building or structure of any kind, and of all persons having charge of churches and public buildings of every description and of the owners of unoccupied houses, buildings or structures of any kind and of the owners of vacant or unimproved lots, situated along any paved street of the city, and of their agents, within 12 hours after the fall of any snow, to remove and clear away such snow or cause it to be removed or cleared away from sidewalks abutting such houses, buildings, churches, public buildings, structures or lots, in such a manner as to leave the sidewalk clean and free from snow and ice and in such manner as to not obstruct the passage of water in the gutters. If such snow shall fall between the hours of 6:00 p.m. and 6:00 a.m., then such snow and ice shall be removed or cleared away before 6:00 p.m.
   (B)   Likewise, it shall be the duty of the persons as classified and described in division (A) above to keep the sidewalks abutting their respective described property free of mud and other such forms of nuisance, so that the persons using the sidewalks may proceed thereover unobstructed and safely.
   (C)   Any person failing to remove or cause the removal of snow, ice, mud, water and the like, in accordance with the provisions of this section shall be punished as provided in § 10.99, and upon failure to remove or cause to be removed such snow, mud, ice, water, and the like in accordance with the provisions hereof, the Director of Public Works may, without notice, remove the same and report to Council the cost and expense thereof. Such cost and expense may be assessed against the person and property delinquent, which shall be in addition to the penalty provided for herein.
