In carrying out the intent and provisions of this subchapter, the city is expressly authorized to enter into agreements with other municipalities and the County Court of Kanawha and Putnam Counties for the purchase of necessary equipment and supplies, employment of necessary personnel, operation and maintenance of a dog pound, and all other matters relating to the provisions of this subchapter to share the costs thereof with other municipalities and the County Court of Kanawha and Putnam Counties on a joint and mutual basis.
