§ 74.06 SIGNAL LIGHTS, GONGS, GATES AND WATCHMEN.
   (A)   It shall be the duty of every person operating a railroad within the city, whenever required by resolution of Council, and after 90 days’ written notice of such requirement given to such person and a finding by Council that the public safety so requires, to maintain and operate at any point in the city where a public street crosses its road or tracks at grade an electric signal light, gong, gates or other safety device, designated in such resolution, properly constructed to give ample warning to travelers of the approach of trains, locomotives and cars upon the railroad. Such person shall also, when required, in like manner, keep at any such points a sober, careful and experienced watchman, whose duty it shall be to keep the tracks clear of horses, cattle, vehicles and pedestrians, and to issue proper warnings against crossing the track during the approach of any train, locomotive or car.
   (B)   It shall be unlawful for any watchman so employed in looking after the crossing to be absent therefrom during his or her hours of duty, or to be asleep or not attentive to his or her duties at any such times. Such watchman shall be kept on duty during such hours of the day or night as may be prescribed by Council.
