(A) All traffic control devices, signals, signs and markings heretofore installed by authority of Council and which are in place on the effective date of this traffic code shall be deemed to be official traffic control devices until such time as they may be removed by authority of Council, and until they are so removed it shall be unlawful for any person to fail to comply with any instruction or directive indicated by any such official traffic control device.
(B) Any person failing to comply with the requirements of this section is guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than $100; upon a second conviction within one year thereafter, shall be fined not more than $200; and upon a third or subsequent conviction, shall be fined not more than $500. Court costs as determined by the Court shall be added to such conviction.
