Any person who has been guilty of more than three violations of the provisions of this traffic code or who has had more than three bonds forfeited for violation of the provisions of this traffic code within the next preceding 12 months, shall be required to deposit cash or other bond in an amount double the fine fixed by the Municipal Judge for such violation, for his or her appearance in Municipal Court, at a time fixed by the Chief of Police or other official taking his or her bond, for trial of his or her case, and in such cases, a forfeiture of such bond shall not constitute satisfaction of the violation.
