§ 70.003 AUTHORITY OF CHIEF TO INSTALL TRAFFIC CONTROL DEVICES.
   The Chief of Police, with the approval of Council, is hereby authorized to erect and install such traffic control devices, at such places and for such purposes within the city, as he or she may deem necessary for the proper regulation of traffic and the protection of persons and property.
